Community Action Council of Howard County Appoints Tracy Broccolino as President 

Columbia, Md. (May 10, 2022) – Community Action Council of Howard County announced today Tracy Broccolino has been appointed new President of the organization. An experienced leader, Tracy will succeed Bita Dayhoff and assume responsibilities on July 1, 2022. Bita Dayhoff retires from Community Action Council of Howard County after 33 years of service.  

As an educator and leader for the last 29 years, Tracy brings true passion and care for the Howard County community to this role. Tracy has most recently served as CAC’s Director of Education, Howard County’s sole Head Start grantee. Tracy led the Early Childhood Education Program through the COVID-19 pandemic, pioneering virtual instruction for Head Start and Pre-Kindergarten students while ensuring families were safe and had their needs met.  

“We are delighted to welcome Tracy as the new president of CAC,” said Oren Saltzman, Chairman of the Board at CAC. “We are looking forward to Tracy’s leadership and are confident that her experience and perspective will further the success CAC has enjoyed as the designated antipoverty organization in Howard County.”  

Before coming to CAC, Tracy was a classroom teacher, reading specialist, curriculum designer, and national director of exceptional student services for a charter school management organization. She has delivered in-person and online training for education professionals working in public schools and learning centers throughout the United States and Canada for groups ranging from two to 750. Tracy has presented at several professional organizations’ national conferences including iNaCOL, NAEYC, ASCD, LRP, and Title I. Additionally, Tracy has researched, developed, field tested, and supported pre-kindergarten through twelfth grade reading curriculum in 1,100 learning centers.  

“I am thrilled that the CAC Board of Directors has selected someone with so much history with our organization and such a depth of experience in the nonprofit sector,” said Bita Dayhoff, current CAC President. “Tracy will do an exceptional job in leading CAC into its next chapter.” 

Tracy holds a master’s degree in Reading and a certificate in the Mind, Brain, and Teaching, both from the Johns Hopkins University.
