THE CHILDREN'S LEARNING CENTER AT HOWARD COMMUNITY COLLEGE

As part of our Early Childhood Education Program, The Children’s Learning Center at Howard Community College (CLC) offers eligible student parents access to full-day, year-round programming designed to prepare children socially, emotionally, and academically for kindergarten and beyond.

EFFECTIVE 07/10/2026:
Due to a high volume of applications, CAC has stopped taking ECE applications for the 26/27 School year until further notice. Please check our website regularly for updates. Thank you!

The Community Action Council of Howard County is now accepting applications for the CLC for the 25-26 School Year.

Below are the eligibility requirements: 

Eligibility requirements for CLC 

  • You must be a degree or certificate-seeking HCC student parent.
  • You must be registered for 6 or more credits per semester while your child is enrolled in the CLC.
  • You must be Pell Grant eligible.
  • Your child must be four years old by September 1 to enroll in prekindergarten.
  • Your child must be three years old by September 1 to enroll in Preschool classrooms.
  • Your child must be at least 6 weeks old through 36 months of age by September 1 to be considered for enrollment in Early Head Start programming.
