The Community Action Council of Howard County (CAC) seeks qualified contractors to provide Rooftop Solar services for low-income households under multiple grant-funded programs. This RFP aims to establish a pool of contractors to fulfill work orders during the contract period: August 1, 2026 – November 1, 2027
CAC encourages applications from minority-, women-, and veteran-owned businesses. Additional contractors may apply throughout the contract period as needs arise.

Weatherization Contractors
The Community Action Council of Howard County (CAC) Weatherization Department seeks qualified contractors to provide weatherization, HVAC services, energy audits, quality control inspections, and electrification services for low-income households under multiple grant-funded programs. This RFP aims to establish a pool of contractors to fulfill work orders during the contract period: February 1, 2025 – December 31, 2028.
