Rehabilitation and Weatherization Readiness Contractors
The Community Action Council of Howard County (CAC) seeks qualified general contractors and specialty contractors to provide residential rehabilitation, health and safety, weatherization-readiness, and related home repair services under multiple grant-funded programs.
This RFP aims to establish a pool of contractors to fulfill work orders during the contract period: January 1, 2027 – December 31, 2029
Contractors may apply for one or more trades and service areas. CAC encourages applications from minority-, women-, and veteran-owned businesses. Additional contractors may apply throughout the contract period as needs arise.
KEY DATES:
Submission Deadline: November 12, 2026
Contractor Selection Notification: December 11, 2026
Contract Start Date: January 1, 2027
