No-Cost Weatherization Assistance from CAC
The rebates and tax credits listed below will help you get discounts on your home improvements. But our weatherization assistance program allows Maryland families to make home upgrades at no cost at all. In FY 2026:
- We received $10.5 million in funding for weatherization services.
- We provided no-cost weatherization to 688 homes across Maryland.
- The average home saved $372 annually in utility costs.
Both homeowners AND renters throughout the state can participate. Our weatherization services include:
- Insulation and Air Sealing: These upgrades prevent energy from being wasted in your home, which helps your family save money on utility bills.
- Heating and Cooling Upgrades: We can replace old heating and cooling systems with energy-efficient equipment. Or we can fix your old system.
- Water Heaters: We can repair or replace old, broken, or inefficient water heating systems.
- Solar Panels: You can save on your electric bills by generating your own power with solar. No-cost installation is available.
- Lighting Upgrades: You can receive LED light bulbs at no cost to replace old, inefficient lighting.
- Appliance Upgrades: Replace old, inefficient appliances like stoves and refrigerators with ENERGY STAR products.
To qualify, you must meet our income guidelines. But the requirements for weatherization are different from our other assistance programs. Even if you don’t qualify for those, you might still be eligible for weatherization help. For example, a family of four making $106,800 a year or less could receive no-cost weatherization services from us.
The Home Performance with ENERGY STAR Program
This federal program is run in collaboration with utility programs across the country, including several in Maryland.
Who?: Homeowners and renters (but you must be a customer of a participating utility company)
Incentive Details: Up to $10,000 in rebates and 0% interest loans

Inflation Reduction Act Rebates
Maryland’s state energy office submitted its application in late 2024 for federal funding to launch two new rebate programs created by the Inflation Reduction Act of 2022. The Home Electrification and Appliance Rebates (HEAR) program will offer households upfront discounts on home upgrades, including all-electric heating and cooling systems and insulation and air sealing. The Home Efficiency Rebates (HOMES) program will offer rebates based on the amount of energy the home improvements save.
The state had applied for both programs, and as of June 2026 is reviewing recently-issued federal program guidance. As of yet, rebates are not available in our state.
